Noting with deep concern piracy in the Indian Ocean is an impotant issue which is affecting all member states.
Believing that raising awareness of the children and the society will prevent youngesters to have a tendency to be a pirate in the future
Expressing deep appreciation to previous actions of CTF-150, CTF-151 and Puntland Maritime Organization in order to eliminate piracy
Keeping in mind importance of Gulf of Aden since it is a strategic location for all of the world,
Alarmed by the piracy actions in the Indian Ocean which will affect almost all the member states of the IMO.
Reaffirming all the member states to promote cooparation in order to prevent piracy actions in the Indian Ocean.
Aware of the fact that Indian Ocean is being polluted and some precautions needed to be taken
Believing that in order to take action in the Indian Ocean, funds needed for financial support
1) Encourages to create funds in order to be spent for the purposes of opposition actions against piracy which will;
a)be named Anti-Piracy Fundation for Somalia (APFS) b)be formed by ;
i) 0.01 percent from the budgets of all the member states
ii) the aids from Somalia government itself
iii) individual donors iv)organisations willing to make aids
c) supply budgets for the the following organisations;
i. 0% of its budget will be used for the Combined Task Force-150 (CTF-150) ii.15% of its budget will be used for the Puntland Maritime Police Force in
order to provide local security
iii.20% of its budget will be used for the Combined Task Force-151 (CTF-150) iv.5% of its budget will be used for the Intelligence Agency of Somalia
v. 5% of its budget will be used for local fishers
vi. 10% of its budget will be used for cleaning the Indian Ocean
vii. the remaining budget will be used for the areas needed
2) Suggests government of the Somalia to create international intelligence agency which will be formed in Somalia, named “Intelligence Agency of Somalia (IAS)” and funded by APFS and which will aim to; □
a) start new investigations to find the base for money and ammunition flows to the pirates,□
b) take precautions for the possible attacks,
c) predict further piracy actions,
d)determining the supporters and suppliers and reporting these to the Somalia government and Combined Maritime Force
3. Draws the attention to the cruciality of the education’s afffects on the topic of preventing futurictic pirates and encourages to enhance the education by;□
a) possessing annual educational programs in high schools in order to;□ i)teach the students the wicked results caused by piracy□ ii)discuss the possible solutions to prevent piracy□
iii)encourage the students to be innovative and responsible concerning
piracy□
b) by applying an International syllabus to some of the students in order to make them a global student who can think by constructive critsizm and open-minded so that the students will not tend to participate a pirate group
4. Encourages to raise awareness about the problems caused by piracy in the Indian Ocean with the help of media branches by;□
a)publishing magazines with the target audience of children, adults□and different proficiencies□
b)using mass communication and social media to run public service ads,□
c) collaborating with celebrities and public leaders to boost popularity,
d) organizing conferences in civil collaborating centres.
4) Further suggests member states to create a new campaign which will be named “Fisherman Support Campaign (FSC)” and funded by APFs which aims to;
a) Highly encourage local fishermen not to relapse and attend piracy activities, b)attract entrepreneurs from all over the world who has interest in enterprising in
Somalia
c)create new job opportunities for local fishermen,
5) Demands member states to send investigation teams to Yemen on research purposes which;
a)will be approved by the Government of Yemen,
b)will be formed by same proportion of researcher by every member state
c)aims to inhibit trade flows between Yemen and Mogadishu for damaging the pirates financial incomes
d) report its investigation’s results to Somalia government, IMO, Combined Maritime Force in order to be used for combatting with piracy
6) Reaffirms the achievements and past missions of combine task forces 150 (CTF-150) and encourages to strengthen its navies and crews by;
a) using the funds that is created in order to re-enforce CTF-150 by;
i. increasing the number of ships ii.enhancing the material quality of navies
b) applying tests to the crew members which will;
i. test their ability to execute their professional branch
ii. test the crew’s physical and psychological status and sufficiency
iii. lead crews to be more qualified and sophisticated
c) recommending from the countries that are willing to send their some of the particular navies, weapons and supplies and financial aids by sending fundsvto combat with the piracy
7) Draws the attention to water pollution due to vessels and navies in Somalia and expresses the necessity to clean the parts of the Indian Ocean the pollution is present in high proportion with the help of the following organisations;
a) OCEANA
b) SURFRIDER FOUNDATION
c)a sub-body of International Maritime Organisation which will;
i. be created in the year 2019 to allow them to have their preparations done ii.be called “International Foundation for Cleaning Indian Ocean(IFCIO) iii.be funded APFS
iv. be supported and helped financially and diplomatically by the member states of IMO according to countries GDPs
8) Confirms that the local powers in Somalia that have taken actions against piracy in the area might be supported in order to enhance the security measurements against piracy and empower one of the opposition force of piracy by;
a) assissting them in order to generate knowledge by;
i. teaching them how to drive clan and sub-clan relationships ii.informing them about the ways to determine national political stability
b) supporting them via ammunitions any kind of military aids in case of a necessity to use the weapons against pirates and the usage of the military supplies will be checked and controlled by the groups that will be sent by Combined Maritime Force
c)promoting financial needs of them which will be provided by APFS
