QUESTION OF: Usage of electronic equipment in war

THE GENERAL ASSEMBLY;
Defines electronic warfare as a conflict between two countries which consists of electronic
equipment,
Notes that electronic warfare has become a significant part of the modern warfare doctrine,
Expresses the need for the international community to take immediate action and to have a
globally accepted framework,
Further notes that there is no universally accepted definition of electronic equipments, therefore
making any framework about such types of equipment inefficient,
Aware of the fact that there are no organizations that directly deal with the supervision of
electronic weapons inside the United Nations (UN),
1) Urges the International Committee of the Red Cross (ICRC), to legally create a definition
for the term of “Electronic Weapons” so that any future legislation will have a concrete
definition to base itself upon;
2) Suggests all member states to discuss and create a new treaty which will be called as the
International Treaty on Electronic Warfare (ITEW), in order to have an international
agreement upon the usage, the extremes and the supervision of the electronic weapons
and include,
- a) the definition of electronic weapons as mentioned in clause 1, to make sure that
each member state agrees upon the definition,
- b) the limitations of its usage, defined by the pre-existing international treaties
regarding humanitarian law including but not limited to the Geneva Convention,
but also including modern topics which will be discussed before the treaty is
signed,
- c) classification factors for electronic equipment, so that any current or future
electronic equipment can be classified based on a universal agreement, with the
classifications of,
- i) electronic attack equipment,
- ii) electronic protection equipment,
iii) electronic support equipment,
- d) revising the treaty annually in the meeting mentioned in clause 4, to make sure
that any new technology meets the limitations and agreements set in this treaty;
3) Recommends spreading awareness on the topic of electronic equipment which will
educate people about electronic weapons and demonstrate the effect of said weapons
through the means of
- a) Public Service Announcements (PSAs),
- b) social media campaigns,
- c) local seminars given by UN officials who are knowledgeable about the issue;
4) Encourages a team of UN officials, and willing affiliated organization members to create
annual reports on the developments regarding electronic equipment under the supervision
of the Secretariat, which will be based on the observations of the officials;
5) Calls upon the member states to annually meet with the presence of the Secretariat in the
Hague in order to talk about the future of electronic warfare, the development of
technology and the reports mentioned in clause 4, to ensure communication between
member states regarding the topic and make sure that the UN is up to date on the policies
of member states;
6) Calls for the International Criminal Court (ICC) to send people to court who do not abide
by the already existing humanitarian laws while using electronic equipment, and the
International Court of Justice (ICJ) to take action if there’s a dispute between member
states involving electronic equipment;
7) Expresses its hope for the United Nations Security Council (UNSC) and to take the
necessary action against the countries who have signed the treaty mentioned in clause 2
but have not abided by its rules without a valid reason, these actions may include but are
not limited to;
- a) Sanctions such as:
- export and import restrictions
- arms embargo
iii. financial prohibitions
- technical assistance prohibitions;
- b) trade embargoes,
- c) discontinuing of any financial support given by UN-affiliated organizations.
