North Atlantic Council Ministers Communiqué
- We, the ministers of the 29 member nations of the North Atlantic Alliance, have gathered at a defining moment for the security and insurance of our nations. We are pleased to declare that NATO’s constitutional aim and task remains the same: to guarantee that the Alliance possesses an unbiased community of freedom, peace, security, and jointly-shared values and prosperity, including democracy, individual liberty, human rights, and the rule of law. We are united in our commitment to determine, clarify and solve the designated crucial issues. By means of the purposes and principles of the NATO, to preserve and contend our full security and our indivisible common values and reciprocal benefits, the Alliance must and will maintain the cooperation effectively and adequately. NATO’s decisions, implementations and operations remain fully relevant, are complementary, and contribute to safeguarding the freedom and security of all Allies.
- We have have taken steps in purpose of discussing about reconsideration of the strategies against hybrid threats which are not only a contitution of politics by other means; they also create opportunities to weaken our strength and even topple a government without firing a single bullet. As we have stated above, hybrid threats are diverse and ever-changing under favour of the technology which has been improving day by day, and the tools used range differently. Hybrid threats can be employed by individuals or in combination which depends on the specific objectives and the coveted outcome. NATO will continue to constantly gather, share and assess information in order to detect and attribute any ongoing hybrid activity.As a necessary consequence, NATO must and will have active roles to provide dynamic and adaptive solutions, keep abreast of variety of the developing tools while countering hybrid threats. Alliance is aiming to build up capacity through support measures, stronger coordination and new structures to improve counter-measures and accelarate their deployment.
- We will continue to use and improve Readiness Action Plan cooperating with European External Action Service. European External Action Service, being the diplomatic service of the European Union, is carrying the huge power of being the voice of the European Union and being the people’s voice globally. We have detected the reports which were provided by European External Action Force and also contain the necessary actions which were taken by European Union such as gather information and intelligence from Member States to inform decision-makers, delivering a pro-active strategic communication and optimising media monitoring to counter fake news, strengthening cybersecurity in Europe, with wide-ranging concrete measures to provide a major boost to EU cybersecurity structures and response capabilities and cooperating with NATO as outlined in the July 2016 Warsaw Joint Declaration.
- We have decided upon developing technological equipments in order to increase the efficiency of NATO’s response plans. By means of developing technological equipments, the speed, intensity and the practicality will be enhanced with the intent of decreasing the needed time for responding time to hybrid threats of NATO.
- As we agreed that sparing more budget for defense systems is a capable and competent way to expand the number of the trainings that are organized by NATO and hosted by one or more Member States. We are willing to enhance complex trainings and exercises upon the military dimension and increasing the military capacities, equipments such as naval, air, land bases and Airborne Warning and Control System by benefiting from NAC-PSC cooperation which was supported by HybridCoE and joint declaration that mentiones the exercises and trainings of the respondents and defence capabilities that might be tested or improved.
- NATO is an alliance that is ready to collaborate with necessary institutions with the aim of contributing the peace and the interests of its members. Therefore we will associate with European Centre of Excellence for countering hybrid threats using their expertise and experience. European Centre of Excellence is an instituion for think-tank which focuses on responses to hybrid threats. We will cooperate with intelligence agencies with the support and information of Unified Threat Management. UTM is responsible of malware protection creating blacklists for IP adresses and URLs. European Centre of Excellence for Countering Hybrid Threats can and will be useful to establish a research institutions that can make sound analysis, organise trainings and exercises for NATO Allies.
- As we have stated in the previous paragraphs, NATO will take the necessary and reasonable steps and actions to ensure the peace, first in its Alliance and then globally. By means of that we will be providing security for regions that are struggling with irregular or regular warfare and ensuring public trust by supplying assurance and tightening the relations between the government and the public in order to ease the effects of said warfares on the citizens. We are more than willing to strenghten logistics by making certain the functioning of High Readiness Mulinational Headquarters and enhancing the infrastructure of High Readiness Multinational Headquarters for a far greater defence system against various warfares and threats.
- We will act together upon the matter of implementing Alliance Security in air, on land and at sea. We are more than committed to reinforce the preparation phases by advancing NATO Response Force, Very High Readiness Joint Task Force expanding the capacity of soldiers in Very High Readiness Joint Task Force from 20.000 to 30.000 at least and getting support of other operational forces not only limit VHRJTF with the support of Air, Sea and Special Operation Forces, NATO Force Integration Unit increasing the number of Headquarters, not only limited with centers in Sofia (Bulgaria), Tallinn (Estonia), Szekesfehervar (Hungary), Riga (Latvia), Vilnius (Lithuania), Bydgoszcz (Poland), Bucharest (Romania) and Bratislava (Slovakia), High Readiness Multinational Headquarters establishing new High Readiness Multinational Headquarters in other Member States’ borders, Readiness Action Plan which we can surely achieve by increasing the quality and the volume of said forces and expand the number of trainings missions that are conducted by various headquarters which are responsible for the management and deployment of the troops.
- We will be taking immediate actions in order to prevent any global conflicts and avoid any humanitarian crisis and catastrophe that might be caused if DPRK is provoked or threathened in any shape or form. We are planning to immediately implement the restrictions on North Korean labourers adopted in 2017.
- We are calling upon DPRK to recommit to International Atomic Energy Agency which provides assistance for sustainable nuclear energy development and also provides technical support for various nuclear energy related and sophisticated equipments. Widely known as the worlds “Atoms for Peace and Development” organization within the United Nations family, the IAEA is the International centre for cooperating in the nuclear field. The Agency works with its member states and multiple partners worldwide to promote the safe, secure and peaceful nuclear technologies. Since DPRK is continuing its developments and studies on nuclear energy the International Atomic Energy Agency can be tremendous support in the denuclearization process of the country.
- We remain committed to increasing NATO members which are already enhanced scruting over the actions of DPRK diplomats operating in their countries to ensure that they are not abusing their diplomatic status by engaging in commercial or other activities.We are offering top-ten states that have the most chemical nuclear and biological weapons to allow their arsenals being inspected by the commission that was mentioned above in order to inhibit a global destruction which can be caused by these types of weapons.Also one of the main reasons why Democratic People’s Republic of Korea arms with chemical ,biological, atomic or nuclear weapons is feeling insecure because of other states’ huge armaments. In that way, DPRK may get enough courage to decrease their hardwares. Inspectors could be useful in verifying dismantlement of declared materials being carried out. We have decided upon the matter that, logistics support could be supplied by the Member States, who have recent experience and the necessary expertise in the management and handling of nuclear materials such as United Kingdom and France. Since transportation of nuclear components is a necessary part of DPRK’s denuclearization. We fully support the idea of implementing the interdictions and counter-proliferation components of Operation Sea Guard on the purpose of helping access the DPRK threat to international security.We will collaborate with neutral members such as United Kingdom and France to make sure that NATO has a mediator role to denuclearize Korean Peninsula.
- We remain calling DPRK to return to negotiations in the Six-Party Talks.The six-party talks were a series of multilateral negotiations held intermittently since 2003 and attended by China, Japan, DPRK, Russia, Republic of Korea and, the United States for the purpose of dismanting DPRK’s nuclear program. The talks were hosted in Beijing and chaired By China. DPRK decided to no longer participate in the six-party process in 2009. In subsequent years other participants, notably China, have called periodcally for a resumption of the process since the last round of talks, each of the parties involved has at times called for their resumption. In December 2010, China, Japan, Republic of Korea and the United States called for an emergency session of the six-party talks. China has continued to call from their resumption, as recently as August 2017. However, there has been little progress towards continuing the Six-Party Talks recently. With the rejoining of DPRK to Six-Party Talks can get Talks’ efficient like first conferences and the DPRK’s atomic threats may be reduced. re-join the nuclear Non-Proliferation Treaty. The NPT is a landmark international treaty whose objective is to prevent the spread of nuclear weapons and weapon’s technology, to promote co-operation in the peaceful uses of nuclear energy and to further the goal of achieving nuclear disarmament and general and complete disarmament. The NPT represents the only binding commitment in a multilateral treaty to the goal of disarmament by the nuclear-armed states. As an example of strengthening the NPT, the United States sought and achieved the total denuclearization of Soviet successor states Belarus, Ukraine and Kazakhstan and their accession to the NPT as non-nuclear armed states. Enhancing the intelligence systems for any interference can be demonstrated by Russian Federation after the negotiations.Making the political and diplomatic means in order to prevent the illicit trades of North Korea for the welfare of the MENA region.Limiting trades by decreasing the amount of goods that come from opposing countries, which pass the customs, to prohibit more aggressive actions. We are ready to inspect DPRK’s cargos on land, at sea and in the air if North Atlantic Council has reasons to believe that it contains prohibited items, materials or technologies about nuclear weapons.
- We are ensuring that the Member States reach an agreement on a consultation. Also providing political and military advisors commision that can supervise and establish increasement at working speed of NATO. We are fully recognizing that all NATO military operations whether or not undertaken under Article 5. We are planning on enhancing a software and hardware and enhancing the intelligence systems to avoid any kinds of cyber-attacks with the contribution of UTM in purpose of upgrading NATO’s defence system. We are assembling online council meetings in order to solve important crisis instantly and efficiently member states of North Atlantic Council could place a few diplomatic representatives who shall come together in an Electronic Council in where all the participants of NATO can hold up a quick meeting in a short term period.
- We have decided upon increasing the quality and quantity of the staff in the headquarters that are responsible for the management and deployment of the future military operations.We welcome the developments of strengthening the tempo and the diversity of military operations and training misions which NATO is involved.
- As the ministers of NATO, we have come to consensus that the voting procedure of our organization will not and should not be changed any time now or in the upcoming years as it will most definitely weaken the motive of how we operate as a whole and demolish our allince’s integrity once and for all. In conclusion NATO, and its voting procedure is a piece of the association that we have been committing to for decades and to take an action in order to change this will diminish the tranquility and effectiveness that we have kept consalidated.
- We are aware that the priniciple of collective defense is at the very heart of NATO’s founding treaty and it remains a unique and enduring prinicipal that binds its members together, committing and encouraging them to protect each other and setting a spirit of solidarity within the alliance.
- We assure you about providing buffer zones and constructing shelters in cases of any military actions in order to inhibit global threats. We will be housing additional troops to be ready for a chained reaction of threats if the third party group that caused the threat in the first place targets said zones and shelters.
- We will be using media organs to reach the public to ensure the operation process and the prosperity of the people.
